According to Zuckerberg's testimony, he said, "When you visit a site or app that uses our services, we receive information even if you’re logged out or don’t have a Facebook account. This is because other apps and sites don’t know who is using Facebook."
This actually means that if you visit a website which has a like button or a follow button of Facebook, you are in the radar of the Facebook's data collection system.
How Facebook tracks you varies in many ways, for example, if one of your friend is on Facebook and if it synchronizes the contacts with it or if your friend has installed the Facebook app then your contact information is in Facebook's hand because since you have installed the app, you've given it access to all your contacts and messages.
